The existing covering, attachment, insulation moisture and deck condition determine the starting point. A recovery over an existing roof needs a suitable dry substrate and an eligible assembly; it is not an automatic way to avoid tear-off. Wet or deteriorated layers need to be addressed.
Removal exposes details that a surface inspection cannot fully establish. Damaged deck or unexpected layers can change the scope. Those possibilities belong beside the initial plan so the price is not mistaken for a guarantee about hidden conditions.

Slope, outlets and insulation need to work together so water has a route off the roof. Ponding is not corrected by selecting a brighter membrane.
The deck, attachment pattern, edges and terminations are parts of one system. Perimeter and rooftop equipment details deserve the same attention as the field membrane.
Entrances, deliveries, noise-sensitive uses and equipment access shape removal, material handling and temporary protection. The plan needs to fit the occupied property.
